Mr. Hysni Burgaj is born on 16 April 1960 in Shkodër.
He finished studies at the school of the Ministry of Interior in the years 1981-1984.
During his career he has attended a number of training and specialization courses in the country, organised by organisations which assisted and assist the Albanian Police like MAPE, PAMECA, etc. and also abroad in various European countries and in the USA.

He completed the full course of “Leadership and Management for Senior Police Officers” ( ‘Master’s Degree in Police Studies) organised by PAMECA Mission in 2007.
Training course on Counter-terrorism organised by State Department in USA in 1996.
Training course in USA on Physical Security in 1996.
Training course organised by MAPE Police Mission in 1998.
Course on Counselling and Training organised by the European Union in 2000.
Course on telecommunication in 2003; etc.
He has a long and uninterrupted police career. Since 1984, once graduated he has worked in various structures of State Police. Thanks to his career development he has gained a valuable police as well as management and leadership experience.
From 01.07.1984 to 01.01.1992 he worked at the National Guard, with the duty of Platoon Commander.
From 01.01.1992 to 07.03.1994 he worked at the Border Crossing Point of Rinas airport, Tirana.
Then, from 07.03.1994 to 16.10.1996 he served various duties at the Institution Security & Protection Branch of the Ministry of Interior, like Platoon Commander, Alert & Duty Officer, Commander of the Institution Protection Unit and Commander of Diplomatic Corps Protection Unit..
From 17.10.1997 to 20.01.1998 he served as instructor for physical training at Police Commissariat No.3 in Tirana.
From 20.01.1998 to 01.09.2002 he worked as Unit Commander at Police Commissariat No.3 in Tirana.
From 01.09.2002 to 01.09.2003 he worked as Commander of Internal Services at Police Commissariat No.3 in Tirana.
From 01.09.2003 to 14.06.2004 he served as Chief of Shift at the Operational & Emergency Center of the Regional Police Directorate of Tirana.
Then, from 14.06.2004 to 10.12.2005 he served as Chief of the Police Station at the University Campus, at Police Commissariat No.1 in Tirana.
Considering his performance and results achieved at work he was appointed and worked as Director of the Regional Police Directorate of Kukes (10 December 2005-07 December 2007) and as Director of the Regional Police Directorate of Gjirokastër (07 December 2007- July 2008).
For over a year he was appointed as Deputy General Director of State Police in charge of Support Services.
By decision of the Council of Ministers dated 28.10.2009 he is appointed to the high post of General Director of State Police.
