November 28, 1912 The Chairman of the Temporary Government of Vlora, Ismail Qemali , makes known to all the Prefectures, the Municipalities of the country that: "Today is declared the Independence of Albania. You are pleased to declare the independence even to your areas and try to assure the security and public order".

June-December 1913 On June 3, 1913 was drafted the Regulation of the Temporary Government of Vlora on the formation of Albanian Militia. On the taken organizational measures there were created 3 gendarmerie battalions: in Vlora, Berat and Elbasan. In June it was decided for the first time the regular national uniform of the gendarmerie. In the Ministry of Interior it was established the Office of Public Security. On December 10, 1913, the Government approved the Decree on the Formation of the Albanian Gendarmerie in the south areas.

Year 1919
At the end of the First World War, the Government of Durresi, in September 1919 established the General Directorate of public quietness as well as the establishment of 14 police offices in prefectures and mini prefectures: It was created the General Command of Gendarmerie and the structures which were depended from it. In Tirana it was opened the School of Gendarmerie.
Year 1920-1928 October 1920, the government approved the general organic of police (210 persons).
Vlora’s Customs
There were created the police stations and the police of the parliament (personalities). February 1921 for the first time was prepared the Regulation of Police Duties and the Regulation of Gendarmerie (1922). In Kanina of Vlora was opened the school of the gendarmerie troops.

1925-1928
In the year 1926 came the Chairman of the British Mission, chaired by J.Percy.
1928-1938
The monarch regime gave a special status to gendarmerie and to police. It was established the Municipal Police, Police of Public Security, Rural Police, Border Police. The Gendarmerie was organized based on command zones. It was established the Gendarmerie of the Cities or (Urban Police).
1939-1944
The Second World War. The Italian Carabineer assimilated the Albanian Gendarmerie by forming the Royal Carabineer. The same process happened even during the German occupation. During the National Liberation War, the duties for protecting and assuring order, were accomplished by the partisan units and by the national-liberation councils: The Command of the District, the Command of the Country and the Voluntary Guards that in the year 1944 were called the Forces of the Defense.

May 14, 1945-1949
It was done the reorganization of the Military Structures and it was created the Popular Police which was declared as an official feast from 1945-1991. It was created the General Directorate of Police and its structures. In 1947 was created the unit of schools within the Police Directorate. In 1949 was created the sector of the scientific expertise and of the archives.
1950-1962
In 1955 there were established the structures of the Protection of Economy. In 1960 was created the Central Scientific Laboratory.
1963-1978 Ranks were not used any more in Police. In 1972 was opened the 3 -Year Institute of Police
1978-1990 The long isolation of the country with the world brought damages not only in the economic and social fields, but also there was a lack of experience and of modern technology of police. The Law of Police of the year 1986 specified its main mission: "….Protecting the State of the Proletarian Dictatorship". The crisis of the Embassies on July 2, 1990 completely changed the systems and the structures of the dictatorship.
1991-1996 The falling down of the old system and the setting up of the political pluralism after the year 1991 brought important changes even in Police. In April 1991, was established the Ministry of Public Order and the General Directorate of Police. By the new Law in July 1991, was created the Police of Public Order. Nearly 80% of the old personnel of police was changed with new elements, but without the proper police education. On November 4, 1991 the Albanian Police was accepted in INTERPOL.
February-March 1997 Albania had massive agitations and revolts, which caused the burning of 10 police commissariats as well as the destroy of more than 80 % of the technical equipment of police, but at the same time there were killed and injured many police employees.
Post-Mortem
June1997-1998 There were taken measures for the re-establishment, the re-organization of police all over the country, as well as the fight against armed gangs, terrorism, organized crime, collecting of arms from the population etc. Since May 1997 a great influence for the reestablishment and reorganizing of police was given by different police missions such as: MAPE, ICITAP, INTERFORZE. Within a short period of time was achieved to unblock the strategic roads from the criminal gangs, it was set public order and security, the arms were taken by a part of the population as well as it was placed in normal conditions the administration.
1999-2000 The period of the institutional reform in Police. In November 1999 the Parliament approved the Law: "On State Police" and in the year 2000 it was drafted the Strategic Document of the reform in State Police.
